Raleigh will hold a public meeting on the Draft Secondary and Cumulative Impact Plan at the City’s Neuse River Wastewater Treatment Plant training facility located at 8500 Battlebridge Rd. The plan addresses growth-related environmental impacts from water and wastewater projects constructed in Raleigh and the municipalities served by the City’s Public Utilities Department.  City staff will be available to answer questions and provide a brief presentation and roundtable discussion of the plan. Citizens also will be allowed to submit oral and written comments at the public meeting. The City of Raleigh is also accepting written public comment until Aug. 21.

At the age of 16, Dwayne Betts – a good student from a lower-middle-class family – carjacked a man with a friend.  He had never held a gun before, but within a matter of minutes he had committed six felonies.  This meant that he would be treated as an adult under Virginia law.  He served his nine-year sentence in some of the worst prisons in the state.  Crammed amid rough men serving life sentences, Dwayne finds surprising mentors and valuable role models; he discovers the power of language through books and his own pen.  Dwayne’s vivid, detailed writing — based on journals he kept while in prison — portrays the confusion of an adolescent, but with the clarity of a mature writer.   Dwayne is currently a grad student at Warren Wildon College where he has been awarded the Holden Fellowship.  He teaches poetry and has had his poetry published in many national literary journals.  http://quailridgebooks.booksense.com
